Contacts between Science-Technology Foundation "GDAŃSK" and OWZ-Bayern date since 1993, when cooperation program concerning European integrity has been launched. Main tasks of the program were:

-series of theoretical seminaries and training in Bayern subjects: preaccession processes to European Union, reforms of public administration, financial economy of regional development, financial engineering, public private partnership, development strategies of cities and regions etc.

-preparation of the offers in the fields: investments, scientific and technical cooperation, cooperation programs
between firms, information banks, controling procedures and applications of projects especially in regional
planning.

Ways of solution of those subjects, especially between EU countries, are important. Bavarian experiences are very interesting for Poland for many reasons. Bavaria has began its march to the top of the most developed regions of the world in mid sixties with the organization of Olympic games. It was the turning point on the way to the success - leader in high-tech and tourist-service industries.

In series of seminars: 1994-95, 1998-99 and 1999-2000 dozens of participants from public administration and institutions took part.

Planned subjects were consequently accomplished with main points:

• new management and organizational methods in municipal practice, preparation and implementation of so called "Flagship Projects"
• European Union: evaluation of candidates countries integration ability, European support programs
• reorganization of public administration
• regional development strategies, public-private partnership

OWZ Bayern financed participation of our experts in Euro-Cities conferences in October 1996 and March 1998 in Munich.

We organized an International Conference-Seminar in October 1999 in Cetniewo/Gdańsk on the subject: "Aspects of European Integration-Sustainable Development".

All these events were broadly reported in regional press and TV.

Results of our cooperation are striking. There are many signals from different sites working on development strategies, implementing new methods of management and organization. Author of this article was responsible in 1997-1998 for economical policy and privatization in Gdańsk Province coordinating regional development strategies. Methods implemented were based on Bavarian one. Now we are continuing this project.

Recently we were invited to take part in the International IT Conference in Munich, where cooperation proposal in IT was presented and we hope that it will soon bore fruits.

As can be seen from this short overview our cooperation with OWZ Bayern is exemplary.
